1. are you able to install other programs on the computer?
2. what version of iTunes you are trying to install?
3. have you SpyCatcher program installed on the computer?

Program SpyCatcher interrupts the Windows Installer to not save the files during the installation of iTunes.

Try these steps and check the result.
Step 1: Download the latest version of iTunes
a. visit http://www.apple.com/itunes/download/
b. click on 'Download Now' and save the file to the desktop.

Step 2: Install the program as an administrator by disabling all programs currently running on the computer, non-Microsoft
a. open the article: http://support.microsoft.com/kb/929135
b. Article, follow "step 1: perform a clean boot" the implementation of these measures will disable all programs not Microsoft currently running on the computer.
c. restart the computer and right click on the Setup file of iTunes, right-click on the file and click Properties.
d. click on the Compatibility tab and place a check on "Run this program as Administrator" under "privilege level".

Hi once again, fortunately today I bring better news! As a result of a serious lack of assistance from Apple themselves, have no idea of "The Tech Guys" in the world PC and extremely unnecessary hours at Microsoft, I've sorted it me. In other words, the main problem with mine was the Apple Software Updater. Even with "Revo" I was unable to remove it. I decided to download "Windows Installer Clean Up" from there where I could find (it was also free!). I used it and immediately found, I could choose the Apple Software Updater and remove it with very little hassle in all. I proceed to download the new iTunes, and I'm a very happy Bunny! I worked on it for about 3 days now. It's driving me crazy. I tried everything I could find to try to solve this problem.

When installing iTunes it stops and a box will then appear to me said "there is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support provider or package. "No error message or anything, that's all I get. When I hit the only button I can hit the OK button, it continues to install QuickTime. Sometimes, it will install the iTunes file and the shortcut, but the shortcut does never work and the iTunes file is always empty. I have download the installer directly from Apple.com and save to the desktop, a new copy after each test (just in case).

Here is a list of what I've tried:

Yes, I am the administrator of the computer with admin abilities, yes I checked run this program as an administrator. I also made sure to stop all this as possible could interfere with the instillation, including my anti virus and what not even before I tried a clean boot.

If the information of Gokul has not helped to solve your problem, then I suggest that you use the Windows Installer Cleanup tool.
There may be a corrupt installation, you need to delete everything first.
Click here for a link to download the utility from Microsoft.

You can use the utility to remove installation information for programs that were installed by using Windows Installer. Remember that Windows Installer CleanUp Utility does not remove the actual program from your computer. However, it will remove the installation files so that you can start the installation, upgrade, or uninstall on.

You asked several questions.
First, what is your operating system? It is 32-bit or 64-bit? What service pack you have installed?

You run the Windows Installer Cleanup utility? Did you remove Skype?

Your notes, I think that you have run SFC/scannow and found some corrupted files. You will need the Vista DVD to replace the files.
Use the following article to repair the corrupted files.
Article 929833 - how to use the System File Checker tool to resolve missing or damaged on Windows Vista or Windows system files

For Windows Installer errors:
The problem may be that the execution of Script VB is not registered on your Vista PC.  The possible solution is to locate and to register VBScript.dll.
To do this, click Start, click programs, accessories principally made, right-click Guest, and then click Run as administrator.
If you are prompted for an administrator password or a confirmation, type the password, or click on allow.
At the command prompt, type the following command and press ENTER:
Regsvr32.exe c:\windows\system32\vbscript.dll

Now check again and see if you can install the Skype toolbar.
