In most states, candidates get on the primary ballot by filing a petition. State election laws specify how many signatures the petition has to contain--either a specific number or a percentage of the vote for the office in the past election. States vary a lot in the difficulty of this step. Some have complicated rules requiring a lot of signatures, designed to favor party insiders. In some other states, a candidate needs only to appear before the clerk of elections and pay a small fee.
