1) introduction and referral- every bill must be introduced during the first 60 days of the legislative session by a member (sponsor). secretary assigns a number to the bill in order of submission and the reading
2) Committee action- bill is introduced to a standing committee where 25% of all bills on average will die. the comittee can do 5 things to a bill (hold hearings and testimonies, piegon hole it, call a sub committee, can ammend it, or can rewrite it) all of which help the committee determine how they will report the bill (favorably, unfavorably, or not at all)
3)FLOOR ACTION- once out of committee, a bill must be scheduled for debate. senate calendar is rarely followed but instead follows intent calendar. when the bill receives the necessary 2/3rds vote, it can proceed to is second reading and debate. this is the stage where filibusters (if its in the senate chamber) can occur. will move to more debates and possibly ammendments before going through its third and final reading. after the third reading, a vote is taken.

*Bill is sent to the house (or the senate if bill originated in the house) and steps 1-3 are repeated

4)conference committee- when the senate and the house versions of the bill differ, it must go to a conference committee consisting of 10 memebers---> 5 appointed from each chamber by the presiding officers. the conference committee may attach ammendments to the bill, rewrite portions of it, or even piegonhole it.
5)The Governor
Bill is now passed to governor turning it into an "act". once it lands on his desk, he has 10 days to either sign it, not sign it turning it into law, or veto it. however, if the bill lands on his desk with less than 10 days in the session, his time is extended to 20 days to figure something out. if he decides to veto it, it can go back and needs a 2/3rds majority vote in BOTH chambers to override the veto. if he is dealing with an APPROPRIATIONS bill, he can use his power of line item veto to only veto certain parts of the bill without vetoing the entire thing.
