Abstract
Der Beitrag fasst die Ergebnisse einer empirischen Studie zu den Auswirkungen partizipativer Managementkonzepte auf die industriellen Beziehungen zusammen. Er zeigt, dass sich die Einführung neuer Managementprinzipien in Gestalt einer Pendelbewegung vollzieht. Auf eine Phase des offenen Experimentierens mit Beteiligungsansätzen folgt eine Phase arbeitspolitischer Regression. Unter diesen Bedingungen kann nicht davon ausgegangen werden, dass partizipatives Management im Selbstlauf zu einer Stabilisierung oder gar zu einer Ausweitung der Mitbestimmung führt. Der Beitrag erklärt den arbeitspolitischen Pendelschwung aus einem Zusammenspiel von endogenen und exogenen Faktoren. Seine Schlussfolgerung lautet, dass es eines neuen Schubs industrieller Rechte bedarf, um das emanzipatorische Potential partizipativer Arbeitsformen auch für die Beschäftigten zu erschlieβen. This article presents the findings of an empirical study into the effects of participative management on industrial relations. It shows that the introduction of new management principles is subject to a pendulum movement. A phase of open experimentation with participation is followed by one of retrenchment in labour policies. In these conditions, one cannot predict whether management is moving towards a consolidation or a widening of codetermination. The article shows that the pendulum swing of personnel policies is caused by the interaction between endogenous and exogenous factors. The article concludes that a new push from the law is needed in order to realise the emancipatory potential of participative forms of work organisation for employees.
